The RAMS Framework (Road Asset Management Strategy) is a nationally accessible programme designed to help local authorities manage their highway networks more effectively by providing data, analysis and strategic support to make informed investment and maintenance decisions.

The framework is available to any contracting authority in England and Wales classified as a local authority, providing a compliant route to procure road asset management services without the need for lengthy tenders.

By adopting RAMS, councils can:

  • Reduce maintenance backlogs and achieve long-term savings.
  • Improve asset condition data and life-cycle planning.
  • Enhance safety, service levels and network appearance.
  • Better justify funding decisions and applications.

Access is granted by signing an access agreement with Blackpool Council. Once approved, you receive credentials to the members’ area where contract documentation can be downloaded.

The process involves:

  1. Engaging with Blackpool Council to understand the framework.
  2. Signing an access agreement.
  3. Requesting pricing from the supplier (such as Gaist).
  4. Receiving and agreeing the Statement of Works.
  5. Entering into the contract and starting delivery.

Gaist has been appointed as the manager for data and intelligence services under the RAMS Framework, delivering highways condition data, modelling and consultancy services across the UK.

Through the framework, authorities can procure advanced condition surveys, deterioration modelling, lifecycle planning support, strategic data insight and related professional services for network management.

The RAMS Framework was created to help local authorities make better investment decisions at the right time to proactively maintain highway networks and prevent costly reconstructions.

Yes. The framework’s procurement process is compliant with the Public Contract Regulations 2015, allowing authorities to call off services without separate competitive tendering.
